تحليل المضمون اللغـــــــــــــــــــــوي لميثاق العمل الوطني بمملكة البحرين في ضوء مقاصـــــــــــد الشريعـــة الإسلامـــــــــــــــــــــــــــــية ومباديء الأمن الشامل

ملخص  البحث :
يمثل ميثاق العمل الوطني وثيقة جامعة ومشروعا إصلاحيا تحديثيا لمملكة البحرين ، وقد عني بمحاور عديدة شملت كل ما يتصل بحياة الفرد والمجتمع ؛ فبدأ بمحور أهداف الحكم وأساسه ، ثم عرج على نظام الحكم وشكله الدستوري وموقع الشريعة الإسلامية من التشريع  ، ثم تطرق الميثاق إلى الأسس الاقتصادية التي تقوم عليها مملكة البحرين ، ثم الأمن الوطني ، فالحياة النيابية ، ثم العلاقات الخليجية ، وانتهاء بالعلاقات الخارجية .
ولما كانت الشريعة الإسلامية هي مرجعية رئيسة في تلك الوثيقة فقد سعى الباحث إلى تحليل المضمون اللغوي والفكري لهذه الوثيقة في ضوء مقاصد الشريعة الإسلامية ومحاور الأمن الشامل وهي أمن ( الدين – النفس – النسل – العقل – المال ) .
وفي هذا السبيل قام الباحث بإعداد قائمة بمعايير الأمن الشامل في ضوء مقاصد الشريعة الإسلامية وتحكيمها للتحقق من صدقها وثباتها ، ومن ثم تحليل مضمون ميثاق العمل في ضوئها متخذا من معايير الأمن الشامل فئات للتحليل ، كما استخدم الفكرة وحدة للتحليل .
وقد توصل الباحث لمجموعة من النتائج كان من أهمها :

توجد علاقة وثيقة بين مفردات وثيقة العمل الوطني ومحاور الأمن الشامل في التصور الإسلامي ومقاصد الشريعة الإسلامية وذلك على النحو الآتي :
اتضح من ميثاق العمل الوطني انسجامه مع مقاصد الشريعة الإسلامية في الحفاظ على العقيدة وكفالته لحرية الاعتقاد ، والحفاظ على النفس البشرية ، والحفاظ على النسل والعقل والمال .
 

 
 
 
Abstract:
  The National Action Charter is considered a document and a reform project modernizing the Kingdom of Bahrain. It refers to many interlocutors that cover all matters relating to the life of the individual and society. It began at the heart of the objectives and foundations of governance. It then deflected on the regime, its constitutional form and the Islamic sharia's position from the legislation. The Charter then touched on the economic foundations of the Kingdom of Bahrain, then the national security, the parliamentary life, Gulf relations and foreign relations.
Since Islamic Shari 'a is a key reference in that document, the researcher sought to analyse the linguistic and intellectual content of this document in the light of the purposes of Islamic Shari' a and the axes of comprehensive security, namely the security of (religion, self, offspring, mind, money).
In this way, the researcher prepared a list of comprehensive security standards in the light of the purposes and regulation of Islamic law to verify its honesty and consistency, thus analysing the content of the labour charter in the light of which comprehensive security standards are taken from categories of analysis, and used the idea as a unit of analysis.
The researcher reached a series of findings, the most important of which were:
- There is a close relationship between the terms of the National Action Document and the axes of comprehensive security in Islamic perception and the purposes of Islamic sharia, as follows:
- The National Action Charter demonstrated its compatibility with the purposes of Islamic law in preserving faith and guaranteeing freedom of belief, preserving human soul, and preserving offspring, mind and money.
